Role Purpose

The Strategic Commander (Gold) provides the overall strategic command of an incident, setting the strategy and strategic objectives that other operational plans must take into account. They will set any tactical parameters and retains the strategic oversight and operational command and responsibility of any CBRN operation or incident.

Key Accountabilities

  • Develop a dynamic CBRN strategy appropriate to the assessed threat posed, available intelligence and consultation with partner agencies and adhering to applicable legislation and guidance to ensure a positive resolution to an operation.
  • Develop, where appropriate, command protocols in collaboration with partner agencies to ensure that clear lines of communication and information sharing are established with partner agencies.
  • Lead multi-agency and Strategic Coordinating Group (SCG) meetings as part a multi-agency response to assist in the development and implementation of a CBRN strategy.
  • Identify and establish required resourcing levels required, including those available from partner agencies, to ensure capability to effectively respond to a CBRN incident.
  • Maintain clear lines of communication, both within the command structure and with partner agencies to ensure clear oversight of all available tactical resources.
  • Monitor the ongoing deployment of CBRN resources to maintain the overall tactical effectiveness of the operational deployment.
  • Maintain a record of all decision taken to ensure that there is an effective audit trail for the operation.

Prior education and experience:

  • Experience and understanding of Major Incident procedures and Management.
  • Experience and understanding of Initial Operational Response (IOR).
  • Knowledge of College of Policing CBRN National Guidance.
  • Knowledge of National and local CBRN policies.
  • Hold either Assistant Chief Constable or Commander rank or hold Chief Superintendent/Superintendent rank and be an accredited Strategic or Gold Commander in either firearms or public order.
  • Successful completion of the National multi-agency CBRN Strategic Commanders Course.

Skills:

  • Able to use a range of communication and influencing techniques and methods to successfully negotiate, collaborate and/or effect change.
  • Able to provide clear and concise instructions and guidance to a team in pressurised situations .
  • Able to apply or devise specialised concepts and methods of analysis (or commission them from others), to clarify and/or solve complex problems.
  • Able to lead, develop and motivate a diverse team; creating strong engagement with the function’s performance objectives and with Force values.
  • Able to hold individuals to account for their performance and behaviours.
  • Skilled in setting function, team and individual objectives, assessing progress, identifying objectives, assessing progress, identifying emerging risks, issues and opportunities and taking corrective steps as required to ensure that the right results are achieved.

Continuing Professional Development (CPD)

  • Complete 8 hours CPD every 12 months either operationally, by attending CPD events locally, sessions advertised by the National CBRN centre CPD team, or High Threats days.
  • Keep up to date with changing legislation and national guidance and how this may affect you in your role.
  • Keep up to date with CBRN and command and control trends and learning as promulgated through the national learning and development groups and other forums such as the public order communities on POLKA.
