Role Purpose

The Digital Media Investigation Co-ordinator manages and coordinates the activities of the Digital Media Investigator (DMI), identifies relevant advice and training, ensures that all relevant digital evidential material is secured to support investigative work and that the Digital Media Investigator is effectively utilised in policing.

Key Accountabilities

  • Supervise a team of staff to ensure that they are inspired and motivated to perform their duties, and manage their welfare and development through coaching and mentoring.
  • Lead on the performance management of team members and be responsible for the achievement of the team and unit objectives as specified by Force.
  • Recruit, budget and plan the resourcing of a team to enable the appropriate level of capacity in the team to provide a professional and consistent service at all times.
  • Advocate DMI services and capabilities to the force as a whole at all levels to make use of the service and support the delivery of force objectives.
  • Co-ordinate the allocation, delivery, and priority of the DMI team workload to advance and support the force’s investigations.
  • Identify opportunities and resources to support technical knowledge and capability of the DMI team, to develop and provide an improved service.
  • Implement and contribute to the development of standard operating procedures to maintain quality standards, conduct audits and hold DMIs accountable.
  • Collaborate regionally and with all DMI units to share best practice and maintain expertise.

Prior education and experience:

  • Demonstrate a sound knowledge and understanding of the Law & Procedure in connection with the following key business areas:
    • Digital Forensics and Technology (Computers & mobile devices)
    • Network Investigations
    • Wi-Fi opportunities
    • Open Source Investigations
    • Communications Data Investigations
    • ANPR
    • CCTV
    • Radio Frequency Propagation Surveys (Cellular & WiFi).
  • Key legislative knowledge includes:
    • IPACT
    • PACE
    • CPIA including PII
    • Human Rights
    • Data Protection
  • Strong understanding of processes including:
    • Investigation, prosecution and case file preparation
    • Exhibits management and giving of evidence.
    • Grading systems for SPoCs and risk matrices used by the HTCU

Skills:

  • Able to set out logical arguments clearly, adapting language, form and message to collaborate and meet the needs of different people / audiences.
  • Able to manage the introduction of new business processes or ways of working at team level.

Continuing Professional Development (CPD)

  • Stay up-to-date with the changing landscape of communications data.
  • Remain up to date on the techniques used by SPoCs, Analysts, Digital Forensics and Open Source teams through networking with these teams and other DMIs. Understand how these techniques can be applied together and the possibilities / limitations of using them.
  • Develop a working knowledge of emerging technologies and stay informed of any updates from service providers.
  • Be aware of any changes to legislation that may affect digital work.
  • Research new methodologies of gaining digital evidence/data within the parameters of the law and local force policy and apply to working practices.
  • Maintain and enhance knowledge of both cyber spectrum crime.
  • Understand and implement the current Investigatory Powers Act 2016 Codes of Practice.
  • Attend role specific DMI CPD Events and training, where appropriate.
  • Maintain an overview of operational deployment for DMIs within their Law Enforcement Agency (LEA).
