Role Purpose

To gather and develop intelligence from a variety of sources including SAR data/ and or provide financial intelligence and support to those working in the intelligence field and those managing live incidents and investigations.

Key Accountabilities

• Develop plans in conjunction with Senior Investigation Officers and Financial Investigators to determine and reach agreement on joint objectives and agree how financial intelligence can support investigations.

• Receive, record and sanitise financial intelligence in accordance with the National Intelligence Model and the Criminal Procedure and Investigations Act 1996 to support the investigation of financial and other crime.

• Investigate Suspicious Activity Reports (SARs) in accordance with protocols to produce and provide valid financial intelligence packages to investigations.

• Use Proceeds of Crime Act 2002 and other legislation, gateways and external agencies to develop intelligence packages for use in financial and other investigations.

• Interrogate the Financial Intelligence Gateway (FIG) and other sources of information to develop financial intelligence for investigations.

Prior education and experience:

• Successful completion of applicable entry training.

• Attend and pass a Financial Intelligence Officers Programme run by the National Crime Agency.

• Complete the College SARs Confidentiality awareness e-learning program.

• Hold National Crime Agency accreditation as a Financial Intelligence Officer.

• Must have a good understanding of the NCA Registration, accreditation and monitoring policy.

Skills:

• Able to set out logical arguments clearly, adapting language, form and message to meet the varied needs of differing situations, individuals, groups and communities.

• Able to produce concise reports or other documents.

• Ability to prepare and present case material to an acceptable standard including recording and retaining material.

• Skilled in the use of use standard IT packages, systems and/or databases to fulfil role requirements.

• Able to use resources efficiently in own role and to comply with financial rules and procedures.

• Able to identify potential opportunities to proactive enhance efficiency and/or effectiveness and introduce new ways of working and innovation within own area of work.

• Able to analyse information and intelligence and break down a problem into component parts to determine appropriate action.

• Able to appropriately prioritise and plan own work and to work effectively.

• Able to proactively develop effective working relationships with colleagues, partners and others.

• Ability to plan, apply and evaluate different policing approaches alongside partner agencies and organisations, working with them effectively.

Continuing Professional Development (CPD)

• Keep up to date with new approaches to evidence based policing and financial intelligence gathering.

• Maintain a working knowledge of how technological advances might facilitate offenders in committing crimes.

• Complete all annual and mandatory training.

• Keep up to date with national guidance relevant to your core duties.

• Undertake and complete all requirements for the maintenance of accreditation as a Financial Intelligence Officer.

Professional Registration/Licenses

• National Crime Agency accreditation as a Financial Intelligence Officer.
