Role Purpose

The Hearings Officer supports the organisation, preparation and conduct of misconduct proceedings and any subsequent appeal, in line with Police Regulations and Statutory Guidance. They ensure that the necessary information and documentation is prepared, exchanged and recorded and that all parties are communicated with; to ensure that the hearings process is open, transparent, and effectively delivered.

Key Accountabilities

• Prepare and manage the administration of misconduct proceedings documentation at all stages through to conclusion (including any appeal); to ensure compliance with relevant Police Regulations and Statutory Guidance.

• Coordinate the organisation and conduct of misconduct proceedings, to ensure compliance with relevant Police Regulations and Statutory Guidance.

• Facilitate the exchange of information between all parties to the misconduct proceedings, acting as an impartial single point of contact, to ensure timely and confidential communication of relevant information.

• Attend misconduct hearings to provide information to all parties involved, as required, to ensure the efficiency of proceedings.

• Notify subjects, complainants, and additional stakeholders of outcomes within appropriate timescales; to adhere to regulations and force policy for misconduct proceedings.

• Maintain accurate records of misconduct proceedings and their outcomes, to contribute to an open and transparent hearings system.

• Provide support and guidance to colleagues and other stakeholders on the administration of misconduct proceedings, to contribute to the achievement of equitable and fair outcomes and resolutions.

Prior education and experience:
• Practical understanding of the local force Police Misconduct Procedure.

• Practical understanding of section 22 of the Police Reform Act 2002, the Police (Conduct) Regulations 2012, the Police (Complaints and Misconduct) Regulations 2012.

• Experience in the use of computer databases and word processing and spreadsheet applications to research, collate, analyse and record information.

• Experience in preparing reports and presenting information in a variety of formats.

• Good communication skills with the ability to listen to others.

• Skilled in the use of use standard IT packages, systems and/or databases to fulfil role requirements.

• Able to appropriately prioritise and plan own work, and coordinate the activities of others in hearings.

• Able to proactively develop effective working relationships with colleagues, partners and other stakeholders.

• Good team working skills demonstrating awareness of individual differences and providing support as required.

• Able to review own performance objectively and to take steps to maintain and enhance competence and professional standards appropriate to the role.

• Able to identify potential opportunities to enhance efficiency and/or effectiveness within own area of work.
